Environmental Site Assessment Service in Austin and Central Texas
The Phase I Environmental Site Assessment is used to identify potential site contamination. This involves the evaluation and reporting of information collected through a review of public or private records, visits to the site, and interviews of persons knowledgeable about the property, its history, and its surroundings. Actual sampling of soil, air, groundwater and/or building materials is normally not conducted during a Phase I site assessment.
Phase I Assessments are conducted to identify environmental liabilities for property transactions; to identify certain baseline environmental conditions; assist in meeting regulatory requirements; and as an initial step in site remediation when it is needed. The Phase I ESA is generally considered the first step in the process of environmental Due Diligence reporting.
The Phase II Environmental Site Assessment is sometimes recommended after Phase I Site Assessments when evidence is found that warrants further investigation. The Phase II assessment provides a much more detailed analysis of a property through actual physical sampling and is a means to evaluate suspected environmental problems and the extent of surface and subsurface contamination. A Phase II assessment quantifies environmental impairments and problems and the liabilities that result from them. The Phase II assessment provides basic projections of of the costs of remediation, which may be used during the negotiation process for purchase or financing of a particular property.
